She must have some time. My daughter is incredibly busy as well, but she does homework while waiting for piano lessons to start if we're a few minutes early, she does homework in the locker room after basketball practice when all of the other girls are just chatting, she studies for tests while waiting her turn during swim meets, etc. There is always some time to squeeze. She may have to give up some socialization time, but homework comes first.
Also, if it's really getting to be a problem, well, an education is more important than figure skating. You need to make sure that her math is good before moving on to extracurriculars. I'm not saying quit skating entirely, because that would be stupid. But if figure skating is so time consuming that she can't even get good grades in math anymore, then you need to look into a tutor and lay back a little on the skating.How can a 9 year-old figure skater improve her math when shes too busy?
Education comes before extracurricular activities. Cut down on her skating practice until the math grades come up or she gets to grade level or wherever the improvement is needed. You can find the time for her to get better in school. Check into the Sylvan Learning Center or find a tutor (probably less $ than Sylvan) in your area. A nine year old shouldn't be too busy for schoolwork.
Your daughter should be putting school work first.
My kids are, too, in activities but I made a deal with them: homework and school work come first.
For example, this is an incident we had last week:
My 13 year old had ballet AND a history test and a report due which she hadn't finished. She desperately wanted to go to practice, but I made her do her work and she missed practice. I told her that she needs to get all work done before she can have fun.
SO if your daughter's figure skating is getting in the way of math, she needs to either quit figure skating or not take so many classes.
OK, to all those people that says she needs to quit figure sjating, I'm a figure skater saying; You can't just QUIT figure skating. If you have really been doing it for a while, you can't just QUIT it like that. But on the subject of the math, she does need to put school first. There is always time. Take breaks after and before lessons to get some homework out of the way. Also, right before your daughter goes to bed and after she wakes up, practice math with her. If nesesary, hire a tutor. IMO school is more important than an extracurricular activity like skating. Sorry if that wasn't the type of answer you were looking for but I think math is much more important. Maybe she needs to cut back on practice if she is having difficulty in grades.
I'm a figure skater myself, and I bring my homework wherever I go, especially the rink. You could find a tutor in your area or talk to the teacher. I would say maybe cut down a little bit on skating, but don't make her quit.
If she is training with a goal of Olympic competition, you want to consider homeschooling. Homeschoolers complete their work in a fraction of the time of their schooled peers, leaving plenty of time for other activities.

Give up the figure skating until the math scores come back up. She needs math to get through her life, not skating. When she's a famous skater, how will she know her manager is embezzling from her if she doesn't know math?
Uh, delay her Figure Skating until her grades in school improve.

Skating is 2nd
She has to be able to balance both or she should not be allowed to figure skate.
cut down the fugure skating a bit for more time to learn and if she's finding the math hard relate the maths to figure skating.
