Proper diet and exercise are definitely the basics and, as becjay indicated, you will probably fill out more as the time goes by.
My message to you deals more with your feelings about being thin and flat-chested. Even if you never filled out, please understand there is more than just physical appearance though. There is also inner beauty. How would your friends and family describe you? Would they say that you are an awesome person? Would they say that you are a fun person to be around? Would that say that you are caring? Would they say that you have a great personality? If those answers are YES then you are incredibly HOT!!!
If, on the other hand, they said things like: you are shallow, b*tchy, self-centered... It would not matter how ';hot'; your physical appearance is because in the long run, people judge you by your inner beauty.
I hope that you are as PHAT (Pretty Hot and Tempting) or PHATer on the inside as you sound like you are on the outside. You will definitely do well if that is the case.
As for the issue of being teased for being flat-chested. Who is teasing you and what is the intent of the teasing? If it is your friends and they don’t want to hurt you but they are just poking fun at you, it is ok to pull them aside one at a time and let them know that the jokes are old and tiresome and you would rather that they did not joke about your physical appearance anymore.
If you are ever teased by guys (why are not your friends) for being flat-chested, call them out. Embarrass them in front of their friends by saying something like: ';You clearly have shown the keen ability to see the obvious. It is a statement of fact that I am thin and flat-chested. You also have shown how incredibly immature and disrespectful you are which most girls consider to be a turn off and a major character flaw. Did your mommy raise you to be so rude? I expect these immature comments to end now. This is not acceptable anymore. If you continue to sexually harass me, I will not hesitate to report it and you will have to suffer the consequences of your immature actions.';
As you get older and start dating men, you will find that there really are a lot of men out there who really appreciate ladies with small breasts to flat breasts. As you mature even more, you will find that the decent men do not care nearly as much about the breast size as they do about the personality and the character of the woman. If you strive to be incredibly sexy and beautiful on the inside (personality, caring, compassionate...) you will always appear sexy and beautiful on the outside.

I was the same at school and it took several years for me to fill out a bit. There is not much you can do. You should make the most of it. Clothes sit better on a figure like yours. You can go running without getting sore breasts. And hey there's always push up bras! There's nothing wrong with being tall and slim other people are just jealous
